The €1.08 Reaction: Instagram Reels Carries the Richest Line in Italy's Meta Value Book

Quick Answer

Italy's Meta value book pays €1. 08 for an Instagram Reels reaction, 4.2x the carousel rate. Why reaction creative belongs in Reels and view creative does not.

Open Italy's Meta value book to the reaction row and read down the placements. A heart-tap is priced at €0.25 on an Instagram feed carousel, €0.18 on the Facebook carousel, €0.11 on Instagram Stories, €0.10 on Facebook Reels [1][2][3]. Then one line breaks the pattern: a reaction on an Instagram Reels ad carries a booked value of €1.08 [1]. Reels is not the most expensive placement in the book. It is the only placement where the behavior itself is expensive.

What each Italian Meta placement pays

Reels and carousel cells come from the August 2026 portfolio; the Stories cells are May vintage [1][2][3]. Keep that in mind when comparing across rows: the Stories book is a season older.

Note the shape of the Reels row. It does not lead everywhere. Comments (€0.60 against €0.80), shares (€1.20 against €1.50) and saves (€0.50 against €0.60) all price below the carousels. The reaction line is the anomaly, not the placement.

A 10x behavior gap under a 2.6x price gap

The instinct when you see a €3.36 CPM sitting next to Facebook Reels at €1.27 is to buy the cheaper twin. The book disagrees with that instinct. Divide each placement's CPM by its reaction value and you get the reaction rate required for the reaction line alone to fund the media:

PlacementCPM (€)Reaction (€)Reactions per 1,000 impressions to self-fund
Instagram Reels3.361.083.1
YouTube Shorts0.940.156.3 *
Facebook Stories1.220.157.9
Instagram feed carousel2.480.259.7
Facebook Reels1.270.1012.7
Facebook feed carousel2.760.1815.4
Instagram Stories5.080.1147.5

* The Shorts cell is June vintage and rests on seven units [4]. Interesting, not load-bearing.

If three viewers in a thousand tap the heart on an Instagram Reel, the reaction line has paid for the media. Facebook Reels needs four times that rate just to tie, despite selling impressions 62% cheaper.

The view inversion

The same book that overpays for Reels reactions discounts Reels views. A view is booked at €0.0133 on Instagram Reels against €0.0391 on the Instagram carousel, 2.9x richer [1][3]. On Facebook Reels a view is worth €0.0023, barely a line item at all [2]. Read together, the ledger treats Reels as a gesture market and the feed as an attention market. A view-heavy creative earns roughly a third of its carousel value inside Reels; a reaction-heavy creative earns 4.2x its carousel value. The placement decision is really a creative-format decision wearing a media-buy costume.

What we left out, on purpose

The TikTok in-feed row (€4.00 CPM) and the YouTube long-form row (€10.00 CPM) are public-consensus figures with no unit counts attached [5]. They sit in the benchmark table but not in our ranking. Numbers without a denominator are decoration.

Who is absent from this market's price awareness

Alongside the benchmarks we pulled the Italian automotive traffic cohort on Instagram: 60 ads from 11 brands across 27 ad accounts over 90 days, with a median spend of €2.44 per ad. Not one of those ads carries a CPM, and the format column is blank end to end [6]. A whole vertical is buying traffic-objective reach without the one instrument that would let it read the table above. Every price in this piece is invisible to those operators by default, which is presumably how a €1.08 line item stays unclaimed.

The Monday rule

  • Reaction-earning creative (hooks, stunts, polarizing sheet metal): Instagram Reels is the only Meta placement where the book pays full price for what you are producing. Three hearts per thousand self-funds the buy.
  • View-earning creative (walkthroughs, configurators, catalog depth): the feed carousel. The view line is 2.9x richer and the CPM is 26% lower.
  • Stop ranking placements by CPM alone. In this market the value weights move by 10.8x while the media prices move by 2.6x. The arbitrage lives in the weights, not the rate card.
